Let’s just say that Ronald has been around the block.

From humble beginnings in Sherwood Park; to a scholarship student earning a Physics Degree with distinction; to earning a McGill Law degree with Distinction; to a New York City career in top law firms; back to humble beginnings starting over as a family law associate in Central Alberta; then opening his own family and divorce law firm in 2013; until he encountered personal problems with mental illness and addiction that led to legal problems, and a suspension from the law effective November 27th, 2024.

An Integral Vision for the City of Edmonton

Ronald Billingsley is transparent, honest, resilient, and will work tirelessly to make the City of Edmonton champion the way for legal changes, such as challenges to Bill 20 and to the systemic societal racism that opens the door to Canada, and Edmonton, to immigrants, only to slam the door shut by disenfranchising them even in municipal elections.

He has a concrete, definitive plan to end homelessness, and a concrete, definitive plan how to pay for it.

Ronald has an aggressive legal strategy to challenge what he views as unjust laws to give back the power to the people.

We will start by making Edmonton the best city in Canada bar none, and hopefully the momentum will help other Canadian cities equally take back their inherent authorities to act in the best interests of all residents of each of their cities.

This multi-faceted plan will provide immediate shelter while also incorporating critical services such as job training, addiction support, and long-term housing solutions. Our approach is centered around “Housing First”, with strategic wraparound services to ensure that people not only find shelter but also stay housed, rebuild their lives, and reintegrate into society.

Enfranchise All Edmonton Residents in Municipal Elections

Permanent residents — including newcomers and long-time Edmontonians — deserve the right to participate in municipal elections. I will challenge the federal government by filing a constitutional challenge to allow non-citizen permanent residents to vote. This would be a landmark case for local democracy, ensuring that every individual who calls Edmonton home can have a voice in shaping the city’s future.

The recent changes made under Alberta Bill 20 restrict municipalities’ ability to make key decisions and will be challenged in court. This bill infringes on local decision-making power, particularly in areas that affect Edmonton’s growth, housing, and transportation systems. As Mayor, I will lead the charge to defend the rights of local governments and ensure that decisions affecting Edmontonians are made here in Edmonton, by Edmontonians, for Edmontonians.

1. End Homelessness Scale housing-first units + wraparound supports + partner with groups such as YESS & others. Renovate and retrofit Rexall Place into an interim, emergency shelter.
2. Tax Reform Property tax adjustment for large non-profits and places of worship.
3. Climate + Local Rights Constitutional challenge to Bill 20. Invest in and mandate solar, retrofit initiatives, and clean transit expansion.
4. Safe Transit Implement outreach-based safety programs on transit instead of over-policing.
5. Downtown Renewal Develop affordable live-work hubs, promote public activation, and ensure safe shelters.
6. Resident Voting Rights Enfranchise at least for permanent residents, ideally all Edmonton residents, locally, and constitutional challenge to include at the federal level.
7. Movement Building Host town halls, create lived-experience councils, and engage in grassroots co-design efforts.

Higher Pay for Teachers, TAs, Professors, and Complete Overhaul/ Revamping of our Education System Advocate for fair wages and better funding to attract and retain top-quality educators, to lead the next generations. Introduce a student-centered, individualized curriculum with career pathways starting as early as grade 7. Gifted students will have the option to fast-track their education to align with their future career goals.
9. Pro-Worker & Pro-Union Stance Promote fair wages, safer workplaces, and democratic labour voices. Support unionization and fair contractor policies.
10. Increased Wages for Frontliners Address burnout and high turnover in essential services like Fire, EMS, EPS, ETS, Security Guards, Correction Officers and Peace Officers through fair compensation and inflation-adjusted pay.
11. Revisit Existing Wage Agreements Push for wage re-openers and cost-of-living adjustments to ensure outdated contracts reflect today’s economic reality.
12. Arm Security and Prison Guards Address high-risk environments with deterrence and preparedness. Advocate for regulated, trained, and accountable arming of security personnel under provincial law.
13. Push for Higher Minimum Wage and no tax on tips Tackle poverty and boost local economic activity by lobbying the province and implementing city-level fair wage policies for contractors.
14. Zero Tolerance for Corruption Enforce ethics, public transparency, and accountability. Empower the Integrity Commissioner and strengthen anti-corruption bylaws.
15. Policing & Public Safety Reform Launch a Civilian-Led Public Safety Division. Establish a Public Safety Oversight Board with community involvement.
16. Economic Development & Tech Innovation Create the Edmonton Innovation Lab focused on clean energy, AI, and First Nations entrepreneurship. Offer rent relief and co-op incentives.
17. Mental Health & Addictions Services Expand 24/7 mobile crisis teams staffed by mental health professionals. Open Recovery & Wellness Hubs across the city.
18. First Nations Partnerships & Reconciliation Co-develop urban governance agreements with Treaty 6 First Nations and Métis Settlements. Fund a First Nations-led Cultural & Business Centre.
19. Youth Programs & Affordable Childcare Create the Edmonton Youth Opportunity Fund for after-school programs. Subsidize childcare for low-income families.
20. Balanced Infill Development Require developers to provide adequate off-street parking, green buffers, and waste management plans. Mandate contributions to local infrastructure upgrades.
21. Fairer Off-Site Levies Review off-site levy formula to ensure fairness. Require annual public reporting on levy allocations. Consider tiered levies to promote growth closer to existing infrastructure.
22. Smarter Construction Barricade Management Enact bylaws for barricade removal on non-working days. Implement penalties for non-compliance. Provide an online citywide construction calendar.
23. Active Transportation & Traffic Planning Prioritize protected bike lanes in high-usage corridors, preserve arterial flow, and invest in smart traffic signal systems for smooth mode transitions.
24. Strategic Park-and-Ride Expansion Expand key LRT stations with multi-level parking and EV/carpool priority at Century Park. Plan multi-storey parkades at Clareview and add surface park-and-ride spaces in Mill Woods.

25. Reliable, Frequent, All-Day Transit

Optimize Edmonton’s LRT system to run reliably and frequently — not just during rush hour — by expanding off-peak service.

26. Encourage Commuter Shift with Incentives Promote savings for transit over downtown parking. Show real-time park-and-ride availability via app. Offer discounted monthly passes for carpoolers and multi-modal commuters.
27. Speed Limit Reform with Smart Enforcement Restore residential speed limits to 50 km/h. Enforce strict 30 km/h in school/playground zones using photo radar. Use data-based mobile enforcement in high-risk zones.
28. Expand Domestic Violence Shelters & Transitional Housing Double municipal funding to shelters by 2028. Expand shelter capacity in underserved areas. Invest in transitional housing with wraparound supports, particularly for Indigenous services.
29. Build and Preserve 5,000 Affordable Housing Units by 2030 Fast-track permitting for affordable housing. Offer City-owned land at nominal lease rates for non-profit developers. Leverage federal funding tools like the Rapid Housing Initiative.
30. Preserve and Retrofit Aging Units Launch a Preservation Strategy for key rental corridors. Offer low-interest loans for safety upgrades tied to affordability agreements. Partner with province to protect housing stock.
31. 15-Minute Districts & Encouraging City Exploration Essential services within walking distance but still promoting local tourism and vibrant city exploration.
32. Zoo Relocation & Wildlife Conservation Phase out the zoo and relocate animals to ethical sanctuaries. Partner with wildlife organizations to ensure natural habitats, and long-term animal welfare.
